Caches, or refreshes, the base-map tiles for one region.
Calling this with the id of an already-cached region refreshes that region in place rather than creating a duplicate.
Parameters
regionId
The region id, formatted "<dataSetId>_<venueId>". Stored verbatim
bounds
The area to cache, already buffered by the caller
minZoom
The lowest zoom level to cache. Must be <= maxZoom
maxZoom
The highest zoom level to cache. Must be >= minZoom. Both bounds are expected to lie within the valid zoom range of the map provider
listener
Reports progress and completion, or null for fire-and-forget
